Leadership and technical policy expertise for the planning, development and implementation of Regional Programmes of work, projects, products, services in accordance with Regional objectives and FAO Strategic Objectives.
Plans, manages, or leads highly specialized or multidisciplinary teams; leads, coordinates, and/or participates in Organization-wide committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies;
Analyses global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies;
Implements and monitors programmes of work involving the development of the approach, evidence-based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks;
Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or ongoing programme development as well as the provision of technical and/or policy advisory services;
Provides technical and policy advice to Member Countries and technical support to decentralized offices in the development and implementation of their programmes;
Leads and/or collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning, online tools;
Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders;
Leads and/or participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Leads and supervises the scientific work of the GFCM Secretariat in relation fisheries and is responsible for backstopping and providing advice in support of the work of the SAC and the WGBS, as well as coordinate the Secretariat staff supporting technical activities;
Provides leadership and technical policy expertise and contributes to FAO Strategic Objectives particularly, Strategic Programme 2 (Sustainable agriculture), which aims to make agriculture, forestry and fisheries more productive and sustainable;
Oversees and participates in the Secretariat's actions related to provision of advice on fisheries management;
Plans and provides oversight for the execution of the workplan of the SAC and fisheries activities of the WGBS as approved by the GFCM;
Provides advice to the Executive Secretary on all matters related to fisheries management, including the formulation and provision of scientific advice;
Participates in the strategic planning of GFCM activities;
Liaises with the relevant Secretariat staff to ensure the timely availability of data required for the provision of advice in support of decision making;
Enhances the GFCM reputation in relation to the quality of scientific advice on fisheries, through effective leadership, networking and promoting the use of innovative approaches towards meeting the requirements of decision makers; and
Handles cooperation with key partner organizations towards the implementation of common policies.
Advanced university degree in biology, fishery science, marine sciences or related discipline;
Ten years of relevant experience in the use of quantitative methods, including stock assessment and ecosystem modelling and analysis, and in provision of scientific support and advice to national, regional and international fisheries management and/or conservation bodies in both developed and developing countries, including in the context of international organizations;
Working knowledge of English and limited knowledge of Arabic, French or Spanish.

Extent and relevance of experience or knowledge in the use of quantitative methods, including stock assessment and ecosystem modelling and analysis, and in provision of scientific support and advice to national, regional and international fisheries management and/or conservation bodies in both developed and developing countries;
Extent and relevance of knowledge and experience in procedures and operations of Regional Fisheries Management Organizations (RFMOs) and fisheries advisory bodies;
Extent and relevance of experience in planning and implementation of programmes related to fisheries management, including technical assistance and capacity building activities;
Demonstrated results-based management capabilities with an ability to manage programmes, budgets and human resources efficiently under shifting priorities;
Depth of knowledge of current global issues, trends, constraints, and research needs related to the management and conservation of fishery resources and ecosystems;
Extent and relevance of experience in different countries and regions, especially in the context of the Mediterranean and Black Sea;
Ability to mobilize resources and attract and maintain relevant technical networks;
Extent and relevance of experience in organizing international events, meetings, seminars and training courses.
